The attic floor carried a layer of old white loose-fill, with pieces of older yellow batts mixed in and ductwork running through it.

New insulation
New R-38 16in Fiberglass Batts installed, on a clean, sealed surface rather than on top of the old layer.

The attic finished with the old insulation removed, the deck cleaned and treated with OdoBan, foam around light fixtures and junction boxes, the duct opening closed with wire mesh and foam, entry points sealed, and new R-38 16in fiberglass batts laid around the ductwork.
