Thin, patchy loose-fill under the ducts
The old grey loose-fill had thinned out between the joists, with bare framing showing through in places and the flex ducts lying on top of it.
Topping it up would have left whatever was in the old material, and the gaps under it, in place. The crew took it all out so the deck could be cleaned and sealed first.
