Buried ducts under a deep layer of old loose-fill
The inspection photos show old loose-fill spread across the whole attic floor, with the existing duct runs lying in it and partly covered.
Both had to go before the new work could start. Clearing the loose-fill exposed the deck and the ducts, so the ducts could be replaced and the gaps sealed before a single new batt went in.

Seal and rodent-proof
Preventative rodent proofing: likely entry points closed with wire mesh, polyurethane foam and cement, though no rodent activity was found. Gaps around fixtures, piping, wiring and vents air-sealed in the same pass.
Air duct replacement
Air ducts removed and replaced to code, matching the existing diameters.
New insulation
New R-38 24in Fiberglass Batts installed across 1,200 sq ft, on a clean, sealed surface rather than on top of the old layer.

Protective floor barriers and dust-barrier tunnels went down through the work path first. All existing insulation came out with a heavy-duty vacuum, OdoBan was applied to neutralize odors, pheromones and bacteria, the service area was rodent-proofed with wire mesh, polyurethane foam and cement, and gaps around fixtures, piping, wiring and vents were air-sealed, with two to four indicator traps left as a check. Air ducts were removed and replaced to code, matching the existing diameters, and new R-38 24in fiberglass batts went in last.
