The before photos show old yellowed batts that had been flattened, torn and pushed around the duct runs, the pipes and the brick chimney. With severe rodent activity on the record, droppings and nests were through the old material.
Once the insulation was out, the deck underneath was heavily stained. That is why the full sequence mattered here: remove everything, clean and sanitize the deck, close the openings, and only then put new insulation down.

Entry points closed with wire mesh, polyurethane foam and cement, with two to four indicator traps left as a check. Gaps around fixtures, piping, wiring and vents air-sealed in the same pass.
New insulation
New R-38 16in Fiberglass Batts installed, on a clean, sealed surface rather than on top of the old layer.

The old insulation came out with a heavy-duty vacuum, the heavy rodent waste, droppings and nests were vacuumed out, OdoBan was applied, the service area was rodent-proofed with wire mesh, polyurethane foam and cement, with mesh and foam at the gable vents, framing openings and chimney base, and gaps around fixtures, piping, wiring and vents were air-sealed. New R-38 16in fiberglass batts went in last, with two to four indicator traps left as a check.
