Severe rodent activity through the old batts
The inspection photos show old kraft-faced batts pulled loose and droppings spread over the wood beneath them. With heavy rodent waste, droppings and nests through the material, none of the old layer could stay.
The second part of the problem was access. Vent openings let rodents in and out, so the work had to close them before new insulation went back in, or the new layer would face the same traffic.

Heavy rodent waste, droppings and nests vacuumed out, then OdoBan sanitation applied to neutralize odors, pheromones and bacteria.
Seal and rodent-proof
Entry points closed with wire mesh, polyurethane foam and cement, with two to four indicator traps left as a check. Gaps around fixtures, piping, wiring and vents air-sealed in the same pass.
New insulation
New R-38 16in faced Fiberglass Batts and R-38 16in Fiberglass Batts installed across 1,750 sq ft, on a clean, sealed surface rather than on top of the old layer.

The old insulation came out with a heavy-duty vacuum, droppings and nests were vacuumed out, OdoBan was applied across the attic, vents and openings were screened with wire mesh and sealed with foam and cement, gaps around fixtures, piping, wiring and vents were air-sealed, and new R-38 16in faced and unfaced fiberglass batts went in last. Two to four indicator traps were left as a check.
